International Partner Agreements

The University of Denver actively builds international partnerships with institutions worldwide, including strategically identified key partners, to create meaningful opportunities for students, faculty, and staff to engage in global education, collaborative teaching and learning, and international research initiatives.  

The Global Partnerships team within the Office of Internationalization supports global engagement across campus and provides a structured process for establishing international partnership agreements (see instructions in drop down menu below).   

We offer a range of resources to support faculty and staff involved in international collaborations, including:  

  • Guidance on initiating, developing, and sustaining global partnerships  

  • Step-by-step processes and guidelines for establishing or renewing agreements  

  • Support with agreement reviews, templates, partner vetting, signing ceremonies, and hosting international delegations  

  • Examples of innovative partnerships that go beyond traditional study abroad or research collaborations  

  • Access to historical and active international agreements across campus  

  • Providing guidance on Fulbright U.S. Scholar award types, eligibility, and application timelines and tips  

Support and Guidance for International Partnership Agreements 

The Director for Global Partnerships, Dr. Leasa Weimer, leasa.weimer@du.edu works closely with faculty, staff, and university leadership to foster global connections, consult on partnership agreements, and is available for individual consultations.  

The Internationalization Council reviews and provides non-binding recommendations regarding institutional linkages with academic institutions abroad; this includes departmental, divisional, and University-wide partnerships;  

Additional support for international agreements is available from the Vice Provost for Internationalization, the Office of Research and Sponsored Programs (Export Control), and the Office of General Counsel to ensure all proposals, reviews, and renewals align with university policies.  
 
Please note: Formal agreements are not required for one-time international activities—such as faculty exchanges or joint publications—unless mandated by funding agencies or regulatory bodies.  

  • DU International Agreement Approval Process
    1. Faculty requesting an international agreement must submit the following information to the Director, Global Partnerships, Leasa Weimer, leasa.weimer@du.edu: 

    • contact information about the person requesting the agreement (faculty); 

    • intended partner’s institution, contact information; and 

    • the nature, scope and intended outcomes of proposed collaborative activities.  

    1. A Letter of Support - evidence of communication (e.g., email or letter) with/from the Dean's office and Chair is required to demonstrate support for the proposed collaboration. 

    1. The Office of Internationalization (INTZ) reviews the request and determines next steps (i.e., no agreement needed, LoI, MoA, MoU).  

    1. If the proposal meets the agreement criteria for a MoA/MoU, the faculty and Dean (or Dean’s designee) present to the INTZ Council.  

    1. The INTZ Council votes on the proposed agreement.  

    1. If approved by INTZ Council, the hosting department receives additional approval from other stakeholders, if applicable (e.g., Graduate Council for curricular collaborations, Regulatory compliance for export, etc.)  

    1. Once all approvals are received, the hosting department drafts the agreement (templates available from INTZ – email leasa.weimer@du.edu) and submit to INTZ for feedback.  

    1. Submit agreement for DU legal routing and signing. 

    1. Send a copy of the signed agreement to INTZ (leasa.weimer@du.edu).
